0001007: Allow system creation for evolution diagram

Description

It should be possible to define a new, empty system from the AEvol.

Currently, if you double-click on an instance in the evolution diagram, you only get the opportunity to link to existing Acme systems. There should be an option in the linking dialog to create a New Acme System, that hooks into the New Acme System wizard from AcmeStudio.
